Luiz scored an 86th-minute header to send the last-16 tie in to extra time.
"I'm sorry for the emotion I showed," said the defender, 27. "It was difficult because I was so happy to win, but I was also happy at Chelsea."
PSG progressed to the quarter-finals on away goals after the second leg finished 2-2 and 3-3 on aggregate.
Brazil international Luiz made 143 appearances in all competitions for Chelsea and scored 12 goals before moving to Paris for a reported £40m last June.
He said: "I said before I wouldn't celebrate but there was so much emotion, I couldn't control it. I am so happy to qualify.
"All the supporters and every single person in the club tried to help me from my first day at Chelsea to the last day."
PSG played 90 minutes without striker Zlatan Ibrahimovic after he was sent off for a foul on Oscar.
"The players produced an extraordinary match, from start to finish," said PSG manager Laurent Blanc.
"If you analyse both matches, being fair, PSG's qualification is deserved.
"We tried to play more football than Chelsea and we created more dangerous chances. It was a fantastic performance by the whole squad.
"I was surprised how calm my side was despite playing 10 against 11."
PSG join Real Madrid, Bayern Munich and Porto in the quarter-finals, with four more ties to be concluded next week.
